Virginia Contractor Licensing Exemption
Per § 54.1-1101 of the Code of Virginia, homeowners may meet an exemption from licensure by the state prior to obtaining a building permit. Click the linked Virginia Law section to see the full list of exemptions.
If you meet one of the exemptions listed, you may obtain permits as a homeowner or property owner. See Contractor Licensing Exemption Form. However, if you choose to use this exemption, it is best if you are the one performing the work. If you hire a contractor to perform work on your property, they should be responsible for obtaining the required permits. If you obtain permits on behalf of a contractor, you are essentially taking responsibility for all work they perform on your behalf, including responsibility for violations of the Virginia Uniform Statewide Building Code.
