Responsibilities

Ben Whitener serves as the Parks and Recreation Manager for York County. In this role, Mr. Whitener is responsible for overseeing the day-to-day operations of the Parks and Recreation Division and providing strategic leadership within the broader Community Services Department. Mr. Whitener works closely with staff, partner agencies, and community stakeholders to deliver high-quality recreational programs, facilities, and services that enhance the quality of life for York County residents.

Mr. Whitener’s responsibilities include supervising division operations, supporting staff development, guiding program planning and evaluation, and ensuring the delivery of safe, inclusive, and engaging recreational opportunities for all ages. Through thoughtful leadership and a commitment to public service, Mr. Whitener contributes to the continued growth and excellence of York County’s Parks and Recreation offerings.

About Ben Whitener

Mr. Whitener holds a Bachelor’s degree in Parks and Recreation from Radford University. Throughout his career, Mr. Whitener has gained extensive experience in community recreation, nonprofit leadership, and program management.

Mr. Whitener began his professional journey with the YMCA, serving communities in both Colorado and Virginia in various program and leadership capacities. Prior to joining York County, Mr. Whitener served as the Recreation Supervisor for Albemarle County, Virginia, where he managed programs, staff, and initiatives that supported community engagement and active lifestyles.

Bringing a strong foundation in recreation management and a passion for community service, Mr. Whitener is dedicated to fostering meaningful, accessible, and innovative recreational opportunities for the residents of York County.
