Responsibilities
As Chief of Procurement for York County, Beth Dunlap serves as a key member of the County’s management team, reporting directly to the Finance Director and supporting both the County and the York County School Division. She oversees the planning, organization, and execution of all centralized procurement activities, while ensuring efficient, ethical, and cost-effective purchasing processes.
Background
Mrs. Dunlap holds a Bachelor’s of Science in Business Administration and a Master of Science in Human Resource Management, both from the University of Maryland Global Campus. With over a decade of experience in federal acquisition, Beth has held senior Contracting Officer roles at the U.S. Department of Agriculture and the Department of Defense. She managed multi-million-dollar procurements in IT modernization, cybersecurity, and logistics, and is recognized for excellence in federal contracting, with expertise in agile acquisition and strategic sourcing. Her career reflects a strong commitment to innovation, accountability and public service.
